Each chip can be spent once. A two-chip question spends two, so a 0.95-bit single chip against a 1.000-bit pair is a real trade. Today's board can be guaranteed in eight chips and you have nine, so there is exactly one chip of slack.
You are scored on the questions, not the answer. A question that catches half the survivors is worth a full bit; a lopsided one is worth less. Each turn you are charged the difference between the best question available at the price you paid and the one you asked — so being economical is never punished. The answers you happen to get never change your score.
A chip buys at most one bit however many you spend at once, so the numbers still alive tell you the fewest chips you could possibly need. Once that passes the chips in hand you'll finish with a shortlist and pick from it — the board still counts.
